{"id":663,"date":"2026-01-31T14:57:51","date_gmt":"2026-01-31T11:57:51","guid":{"rendered":"https:\/\/yum-bir.org\/?post_type=haber&#038;p=663"},"modified":"2026-02-02T14:59:54","modified_gmt":"2026-02-02T11:59:54","slug":"ticari-etlik-ve-yumurtaci-kanatli-isletmelerinin-biyoguvenlik-kurallarina-dair-teblig","status":"publish","type":"haber","link":"https:\/\/yum-bir.org\/en\/haberler\/ticari-etlik-ve-yumurtaci-kanatli-isletmelerinin-biyoguvenlik-kurallarina-dair-teblig\/","title":{"rendered":"NOTIFICATION ON BIOSAFETY RULES FOR COMMERCIAL BROILER AND LAYING POULTRY BUSINESSES"},"content":{"rendered":"<p>SATURDAY, January 31, 2026<\/p>\n<p>Official Gazette<\/p>\n<p>Number: 33154<\/p>\n<p>NOTIFICATION<\/p>\n<p>From the Ministry of Agriculture and Forestry:<\/p>\n<p>COMMERCIAL BROILER AND LAYING POULTRY BUSINESSES<\/p>\n<p>NOTIFICATION ON BIOSAFETY RULES<\/p>\n<p>(COMMUNIQUE NO: 2025\/33)<\/p>\n<p>CHAPTER ONE<\/p>\n<p>Preliminary Provisions<\/p>\n<p>Aim<\/p>\n<p>ARTICLE 1- (1) The purpose of this Communiqu\u00e9 is to determine the technical, health conditions and biosafety rules that commercial broiler and commercial layer poultry enterprises operating in our country, including poultry enterprises producing organic eggs and meat, and commercial broiler and commercial layer poultry enterprises that raise chickens, turkeys, ducks, geese, ostrich and quail by real and legal persons and public institutions and organizations, must have.<\/p>\n<p>Scope<\/p>\n<p>ARTICLE 2- (1) This Communiqu\u00e9 covers poultry establishments where 350 or more laying chickens, 500 or more broiler chickens, 200 or more turkeys, ducks, geese and quails and 20 or more ostrich are raised.<\/p>\n<p>Rest<\/p>\n<p>ARTICLE 3- (1) This Communiqu\u00e9 is in accordance with the Veterinary Services, Plant Health, Food and Feed Law No. 5996 dated 11\/6\/2010, Article 508 of the Presidential Decree No. 1 on the Presidential Organization and Against Chicken Fever Disease published in the Official Gazette No. 28044 dated 4\/9\/2011. It was prepared based on Article 5 of the Protection and Combat Regulation.<\/p>\n<p>Definitions<\/p>\n<p>ARTICLE 4- (1) In this Communiqu\u00e9;<\/p>\n<p>a) Open system poultry enterprises: Poultry enterprises that have access to open areas during the breeding periods of commercial poultry,<\/p>\n<p>b) Litter: Absorbent materials of organic or inorganic structure, used to cover the floor of the poultry house where poultry are kept, to absorb moisture and feces, to reduce ammonia and odor formation, to ensure the comfort of the animals and to limit the proliferation of disease agents,<\/p>\n<p>c) Ministry: Ministry of Agriculture and Forestry,<\/p>\n<p>\u00e7) Ministry data system: The registration and information system created by the Ministry,<\/p>\n<p>d) Biosecurity area: The area surrounded by the borders of the enterprise, where the measures taken to prevent the entry of infectious diseases caused by bacteria, viruses, fungi, protozoa, parasites and similar factors that threaten the health of poultry from entering the enterprise and the spread of infections that are likely to be seen in the enterprise to other enterprises,<\/p>\n<p>e) Biosecurity map: The map showing all critical structures, entry-exit points and biosecurity application areas of the enterprise,<\/p>\n<p>f) Biosecurity restriction: Temporary administrative measure imposed through the Ministry's data system and preventing the entry of new animals to the enterprise or herd that is determined not to comply with the biosecurity measures foreseen in this Communiqu\u00e9,<\/p>\n<p>g) Biosecurity plan: The plan covering the general rules of the enterprises regarding biosecurity and the biosecurity measures to prevent the entry, exit and spread of poultry diseases and pests in the enterprise,<\/p>\n<p>g) Biosecurity officer: An authorized person with knowledge and experience on the subject who is responsible for planning, implementing, monitoring and updating biosecurity practices in the enterprise and keeping relevant records,<\/p>\n<p>h) Hatchery chicken: Laying chickens that are 105 weeks old and over and have completed their economic life,<\/p>\n<p>i) Wall: A continuous physical barrier made of concrete, stone, brick, metal panel or similar non-wooden solid and durable materials used to determine the boundaries of enterprises and poultry houses, to ensure biosecurity measures and to control the entry of all kinds of animals, people or vehicles,<\/p>\n<p>i) Manure: Organic wastes formed by the feces and urine of poultry, mixed or not mixed with the bedding material, accumulating on the poultry house floor, manure belts or similar surfaces,<\/p>\n<p>j) Notifiable disease: Poultry diseases included in Annex-1 of the Regulation on Notifiable Animal Diseases and Notification published in the Official Gazette dated 22\/1\/2011 and numbered 27823,<\/p>\n<p>k) Provincial directorate: Provincial directorate of agriculture and forestry,<\/p>\n<p>l) District directorate: District directorate of agriculture and forestry,<\/p>\n<p>m) Closed system poultry commercial enterprises: Poultry enterprises that do not have access to open areas during the breeding period of commercial poultry,<\/p>\n<p>n) Poultry House: The shelter located within the enterprise where poultry flocks are raised,<\/p>\n<p>o) Official veterinarian: Ministry staff veterinarian who works on behalf of the Ministry,<\/p>\n<p>\u00f6) Flock: Each cluster that refers to a group of animals where poultry of the same species are kept in the same production period and have independent service rooms, entrance\/exit, ventilation, feeder and waterer systems,<\/p>\n<p>p) Commercial broiler poultry enterprise: An enterprise where 500 or more chickens, 200 or more turkeys, ducks, geese, quails and 20 or more ostriches are raised for poultry meat,<\/p>\n<p>r) Commercial poultry enterprise: Commercial broiler poultry enterprise and\/or commercial layer poultry enterprise,<\/p>\n<p>s) Commercial layer poultry enterprise: An enterprise that breeds for table eggs and has a capacity of 350 or more chickens, 200 or more turkeys, ducks, geese, quails and 20 or more ostriches,<\/p>\n<p>expresses.<\/p>\n<p>CHAPTER TWO<\/p>\n<p>Responsibilities and Documents to be Kept<\/p>\n<p>Responsibilities of provincial and district directorates<\/p>\n<p>ARTICLE 5- (1) The Poultry Enterprises Activity Report in ANNEX-1 is recorded in the Ministry data system by the provincial directorates until the 20th of December every year.<\/p>\n<p>(2) Before new businesses are given a business number through the Ministry's data system, an inspection is carried out within the scope of this Communiqu\u00e9, and businesses deemed appropriate are allowed to start operating.<\/p>\n<p>(3) Within the scope of the Regulation on the Direct Supply of Small Amounts of Eggs published in the Official Gazette dated 12\/9\/2015 and numbered 29473, enterprises where eggs sold in local markets and local retailers are produced and all commercial poultry enterprises are given business numbers through the Ministry data system by provincial and district directorates. A flock equal to the number of coops in the enterprise is opened, and the coordinates of the enterprise are determined and entered into the Ministry's data system. Information about businesses is kept up to date.<\/p>\n<p>(4) \u0130\u015fletme kapasiteleri; 22\/11\/2014 tarihli ve 29183 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan \u00c7iftlik Hayvanlar\u0131n\u0131n Refah\u0131na \u0130li\u015fkin Genel H\u00fck\u00fcmler Hakk\u0131nda Y\u00f6netmelik, 22\/11\/2014 tarihli ve 29183 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Yumurtac\u0131 Tavuklar\u0131n Korunmas\u0131 \u0130le \u0130lgili Asgari Standartlara \u0130li\u015fkin Y\u00f6netmelik, 20\/1\/2018 tarihli ve 30307 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Et\u00e7i Tavuklar\u0131n Korunmas\u0131 ile \u0130lgili Asgari Standartlara \u0130li\u015fkin Y\u00f6netmelik ve ilgili di\u011fer mevzuat kapsam\u0131nda belirlenir.<\/p>\n<p>(5) \u0130l ve il\u00e7e m\u00fcd\u00fcrl\u00fckleri; verdikleri i\u015fletme numaralar\u0131, s\u00fcr\u00fc bilgileri ve bu Tebli\u011fde yer alan asgari teknik, hijyenik ve sa\u011fl\u0131k \u015fartlar\u0131 hakk\u0131nda i\u015fletme sahiplerini veya i\u015fletmecileri bilgilendirir. Bilgilendirmede bu Tebli\u011fde yer alan \u015fartlara uyulmamas\u0131 durumunda uygulanacak yapt\u0131r\u0131mlar da belirtilir.<\/p>\n<p>(6) \u0130l m\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fcnde g\u00f6revli personel i\u00e7in bu Tebli\u011f h\u00fck\u00fcmleri hakk\u0131nda e\u011fitimler d\u00fczenlenir. Daha \u00f6nce bu Tebli\u011f kapsam\u0131nda e\u011fitim almam\u0131\u015f personele y\u0131l i\u00e7inde e\u011fitim verilir. E\u011fitim kay\u0131tlar\u0131 ve e\u011fitim alan personel listesi il m\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan dosyalan\u0131r.<\/p>\n<p>(7) \u0130l ve il\u00e7e m\u00fcd\u00fcrl\u00fckleri taraf\u0131ndan i\u015fletme sahipleri\/i\u015fletmeciler i\u00e7in bu Tebli\u011f h\u00fck\u00fcmleri hakk\u0131nda e\u011fitimler d\u00fczenlenir.<\/p>\n<p>(8) \u00c7\u0131kma tavuklar yaln\u0131zca; kesim amac\u0131 ile kesimhaneye, itlaf veya imha amac\u0131yla 24\/12\/2011 tarihli ve 28152 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan \u0130nsan T\u00fcketimi Amac\u0131yla Kullan\u0131lmayan Hayvansal Yan \u00dcr\u00fcnler Y\u00f6netmeli\u011fi kapsam\u0131nda ruhsatland\u0131r\u0131lm\u0131\u015f olan bertaraf tesisine ya da ihracat amac\u0131yla sevk edilir.<\/p>\n<p>(9) \u00c7\u0131kma tavuk kesimi yap\u0131lan kesimhanelerin bulundu\u011fu illerde, il m\u00fcd\u00fcrl\u00fckleri sevk edilen hayvan say\u0131s\u0131 ile kesilen hayvan say\u0131s\u0131n\u0131 kar\u015f\u0131la\u015ft\u0131r\u0131r.<\/p>\n<p>(10) Bu Tebli\u011f ile belirlenen biyog\u00fcvenlik tedbirlerini almad\u0131\u011f\u0131 tespit edilen i\u015fletmelere ait s\u00fcr\u00fcye veya i\u015fletmeye, tespit edilen eksikli\u011fe g\u00f6re Bakanl\u0131k veri sisteminden biyog\u00fcvenlik k\u0131s\u0131t\u0131 konularak yeni hayvan giri\u015fi \u00f6nlenir. Bu durum denetim sonucu \u015fartlar\u0131n sa\u011fland\u0131\u011f\u0131 teyit edilene kadar devam eder. Denetim sonucunun olumlu olmas\u0131 durumunda biyog\u00fcvenlik k\u0131s\u0131t\u0131 kald\u0131r\u0131larak hayvan giri\u015fine izin verilir.<\/p>\n<p>(11) \u0130l ve il\u00e7e m\u00fcd\u00fcrl\u00fckleri, ihbar\u0131 mecburi hastal\u0131ktan dolay\u0131 \u00f6len veya itlaf edilen hayvanlar\u0131 \u00f6ncelikle i\u015fletme i\u00e7erisinde imha eder. Bunun m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 durumlarda hayvanlar\u0131n g\u00f6m\u00fclece\u011fi yerler, ilgili kurum ve kurulu\u015flar ile koordineli bir \u015fekilde belirlenir.<\/p>\n<p>\u0130l ve il\u00e7e m\u00fcd\u00fcrl\u00fcklerinde tutulmas\u0131 gereken belgeler<\/p>\n<p>MADDE 6- (1) \u0130l ve il\u00e7e m\u00fcd\u00fcrl\u00fckleri a\u015fa\u011f\u0131da belirtilen kay\u0131tlar\u0131 5 y\u0131l s\u00fcre ile tutar:<\/p>\n<p>a) Sevk edilen kanatl\u0131 hayvan ve \u00fcr\u00fcnleri i\u00e7in d\u00fczenlenen veteriner sa\u011fl\u0131k raporlar\u0131 ile nakil beyannameleri.<\/p>\n<p>b) Bakanl\u0131k veri sistemine kaydedilen faaliyet formlar\u0131.<\/p>\n<p>c) \u0130\u015fletmelerde ihbar\u0131 mecburi hastal\u0131k \u00e7\u0131kmas\u0131 durumunda; laboratuvar te\u015fhis raporlar\u0131 ile yap\u0131lan i\u015flemlere ait hastal\u0131k \u00e7\u0131k\u0131\u015f ve hastal\u0131k \u00e7\u0131k\u0131\u015f-s\u00f6n\u00fc\u015f raporlar\u0131.<\/p>\n<p>\u00e7) \u0130\u015fletmelerde yap\u0131lan denetimlerde kullan\u0131lan i\u015fletme denetim raporunun sureti.<\/p>\n<p>d) Uygulanan cezai i\u015flemlerle ilgili dok\u00fcmanlar.<\/p>\n<p>\u0130\u015fletmelerde tutulmas\u0131 gereken belgeler<\/p>\n<p>MADDE 7- (1) Ticari kanatl\u0131 i\u015fletmeler, a\u015fa\u011f\u0131da belirtilen belgeleri tutar:<\/p>\n<p>a) \u0130\u015fletmeye son 5 y\u0131l i\u00e7erisinde giren ve i\u015fletmeden \u00e7\u0131kan hayvanlar\u0131n sevklerine ait belgeler veya fotokopileri.<\/p>\n<p>b) \u0130\u015fletme taraf\u0131ndan her yeti\u015ftirme d\u00f6neminde, g\u00fcnl\u00fck olarak \u00f6len hayvan say\u0131s\u0131, yem ve su t\u00fcketimleri, ticari yumurtac\u0131 kanatl\u0131 i\u015fletmeleri i\u00e7in yumurta verimi ve ticari etlik kanatl\u0131 i\u015fletmeleri i\u00e7in haftal\u0131k olarak canl\u0131 a\u011f\u0131rl\u0131k art\u0131\u015f\u0131 bilgilerinin kaydedildi\u011fi k\u00fcmes kart\u0131.<\/p>\n<p>c) \u0130\u015fletmeye gelen ziyaret\u00e7iler i\u00e7in EK-3\u2019te yer alan Ziyaret\u00e7i Kay\u0131t Formu.<\/p>\n<p>\u00e7) \u0130\u015fletmeye giren ara\u00e7lar i\u00e7in EK-4\u2019te yer alan Ara\u00e7 Kay\u0131t Formu.<\/p>\n<p>d) \u0130\u015fletmede kullan\u0131lan suyun kullan\u0131labilir oldu\u011funa dair resm\u00ee kurumlara ait laboratuvar ya da resm\u00ee kurumlar\u0131n yetki verdi\u011fi laboratuvarlardan birinde y\u0131lda en az bir defa yapt\u0131r\u0131lan fiziksel, kimyasal ve mikrobiyolojik analiz raporlar\u0131.<\/p>\n<p>e) \u0130\u015fletmelerde ha\u015fere, kemirici ve di\u011fer zararl\u0131lara kar\u015f\u0131 m\u00fccadele i\u00e7in tutulan kay\u0131tlar (istasyon \u00e7izimi, kullan\u0131lan ila\u00e7lara ait fatura veya irsaliye, aktivasyon formu gibi).<\/p>\n<p>f) \u0130\u015fletme biyog\u00fcvenlik plan\u0131.<\/p>\n<p>\u00dc\u00c7\u00dcNC\u00dc B\u00d6L\u00dcM<\/p>\n<p>Kapal\u0131 ve A\u00e7\u0131k Sistem Ticari \u0130\u015fletmelerde Al\u0131nmas\u0131 Gereken Biyog\u00fcvenlik Tedbirleri, Salg\u0131n Hastal\u0131klar\u0131n \u00d6nlenmesi ile \u0130lgili Hususlar<\/p>\n<p>\u0130\u015fletme alan\u0131 ve k\u00fcmeslerde al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 8- (1) \u0130\u015fletmenin s\u0131n\u0131rlar\u0131 her t\u00fcrl\u00fc hayvan giri\u015fini engelleyecek \u015fekilde, en az 150 cm y\u00fcksekli\u011finde sa\u011flam tel \u00f6rg\u00fc ya da \u00e7it ile \u00e7evrilir. Tel \u00f6rg\u00fc veya \u00e7it, yer seviyesinden itibaren en az 50 cm duvar (beton, ta\u015f, tu\u011fla, metal panel veya tahta olmayan benzeri sa\u011flam ve dayan\u0131kl\u0131 materyallerden yap\u0131lm\u0131\u015f, s\u00fcreklilik arz eden fiziki bariyer) ile desteklenerek kemirgen ve di\u011fer hayvan giri\u015flerini \u00f6nleyecek \u015fekilde tasarlan\u0131r. A\u00e7\u0131k sistem ticari i\u015fletmelerde kanatl\u0131 hayvanlar\u0131n gezinti alan\u0131n\u0131n etraf\u0131 tel veya \u00e7it ile \u00fczeri ise yabani hayatla temas\u0131 kesecek \u015fekilde tel veya a\u011f gibi ba\u015fka bir yap\u0131 malzemesi ile kapat\u0131l\u0131r.<\/p>\n<p>(2) \u0130\u015fletme giri\u015fi ve i\u015fletmeye girecek ara\u00e7lar\u0131n kulland\u0131\u011f\u0131 yollar beton, asfalt, ta\u015f veya benzeri malzeme ile d\u00f6\u015fenir.<\/p>\n<p>(3) \u0130\u015fletme giri\u015f kap\u0131s\u0131 s\u00fcrekli kilitli tutulur. \u0130\u015fletme giri\u015f kap\u0131s\u0131nda, \u201cBiyog\u00fcvenlik Alan\u0131\u201d, \u201c\u0130zinsiz Girilmez\u201d ibarelerini i\u00e7eren dayan\u0131kl\u0131 malzemeden yap\u0131lm\u0131\u015f uyar\u0131 levhalar\u0131 bulunur. Levhalar, en az 50&#215;70 cm boyutlar\u0131nda, \u00fczerinde yaz\u0131l\u0131 uyar\u0131n\u0131n okunabilirli\u011fini engellemeyecek \u015fekilde, dikkat \u00e7ekici renk ve yaz\u0131 karakterinde haz\u0131rlan\u0131r.<\/p>\n<p>(4) \u0130\u015fletme giri\u015finde k\u0131yafet de\u011fi\u015fimi i\u00e7in uygun bir b\u00f6l\u00fcm bulunur. Bu b\u00f6l\u00fcmde el ve ayakkab\u0131 dezenfeksiyonu i\u00e7in d\u00fczenekler olur. \u0130\u015fletme alan\u0131na girecek ki\u015filer k\u0131yafet de\u011fi\u015ftirmeden i\u00e7eriye al\u0131nmaz ya da tek kullan\u0131ml\u0131k k\u0131yafet, galo\u015f ve bone giydirilerek i\u00e7eri al\u0131n\u0131r.<\/p>\n<p>(5) \u0130\u015fletmede kullan\u0131lan ekipman ve malzemeler, ku\u015f ve di\u011fer hayvanlar\u0131n giri\u015finin engellendi\u011fi kapal\u0131 alanlarda saklan\u0131r.<\/p>\n<p>(6) Ara\u00e7lar\u0131n i\u015fletme alan\u0131na sokulmamas\u0131 i\u00e7in her t\u00fcrl\u00fc \u00f6nlem al\u0131n\u0131r. \u0130\u015fletme alan\u0131na giri\u015fi zorunlu yem ve hayvan nakil ara\u00e7lar\u0131n\u0131n temizlik ve dezenfeksiyonunu sa\u011flayacak uygun ekipman veya sistemler kurulur. Ara\u00e7lar giri\u015f ve \u00e7\u0131k\u0131\u015flarda \u00f6nce y\u00fcksek bas\u0131n\u00e7l\u0131 temizlik ve dezenfeksiyon sistemleri gibi profesyonel ekipmanlar kullan\u0131larak \u00e7amur, d\u0131\u015fk\u0131 gibi organik kirlerden ar\u0131nd\u0131r\u0131l\u0131r, ard\u0131ndan da dezenfektan\u0131n temas s\u00fcresine dikkat edilerek dezenfekte edilir. Sert hava ko\u015fullar\u0131nda (a\u015f\u0131r\u0131 so\u011fuk\/don olaylar\u0131nda, \u015fiddetli f\u0131rt\u0131na ve r\u00fczgarlarda) gerekli \u00f6nlemler al\u0131narak temizlik ve dezenfeksiyon i\u015flemleri aksat\u0131lmadan ger\u00e7ekle\u015ftirilir.<\/p>\n<p>(7) \u0130\u015fletmeye gelen ara\u00e7 s\u00fcr\u00fcc\u00fclerinin i\u015fletme alan\u0131nda dola\u015fmalar\u0131na izin verilmez. E\u011fer s\u00fcr\u00fcc\u00fclerin ara\u00e7tan inmeleri gerekiyorsa tek kullan\u0131ml\u0131k k\u0131yafet, galo\u015f ve bone giymeleri sa\u011flan\u0131r.<\/p>\n<p>(8) \u0130\u015fletme alan\u0131nda yem, her t\u00fcrl\u00fc at\u0131k ve art\u0131k, d\u0131\u015fk\u0131, yumurta art\u0131klar\u0131 ile su birikintisi gibi yabani ku\u015flar\u0131 cezbedecek olu\u015fumlara yer verilmez. A\u00e7\u0131k sistem ticari kanatl\u0131 i\u015fletmelerinde yeti\u015ftirilen ve do\u011fal ya\u015fama ortam\u0131nda su kaynaklar\u0131na ihtiya\u00e7 duyan kanatl\u0131 hayvanlar (\u00f6rdek, kaz) i\u00e7in su birikintisi bulunmas\u0131na izin verilir.<\/p>\n<p>(9) \u00d6len hayvanlar\u0131n imhas\u0131 i\u00e7in i\u015fletme kapasitesine uygun b\u00fcy\u00fckl\u00fckte bir \u00f6l\u00fc imha \u00e7ukuru ya da yakma f\u0131r\u0131n\u0131 bulunur. \u00d6l\u00fc imha \u00e7ukurlar\u0131;<\/p>\n<p>a) \u0130\u015fletme i\u00e7erisinde, i\u00e7me suyu kaynaklar\u0131ndan, yem depolar\u0131ndan ve \u00fcretim alanlar\u0131ndan uzak mesafede, \u00e7evreye s\u0131z\u0131nt\u0131 ve koku yay\u0131l\u0131m\u0131n\u0131 \u00f6nleyecek \u015fekilde konumland\u0131r\u0131l\u0131r.<\/p>\n<p>b) Bu k\u0131s\u0131mlarda kemirgen ve di\u011fer hayvanlar\u0131n giri\u015flerini engelleyecek \u00f6nlemler al\u0131n\u0131r.<\/p>\n<p>c) \u00dcst k\u0131sm\u0131 beton blok \u00fczerinde metal bir kapakla kapat\u0131l\u0131r ya da tamam\u0131 dayan\u0131kl\u0131 metal malzeme kullan\u0131larak s\u0131zd\u0131rmaz bi\u00e7imde kaplan\u0131r.<\/p>\n<p>\u00e7) Taban\u0131 ge\u00e7irgen toprak zemin \u00fczerinde olacak \u015fekilde in\u015fa edilir.<\/p>\n<p>(10) \u0130\u015fletme alan\u0131nda yeti\u015ftirilen t\u00fcr\u00fcn haricinde kanatl\u0131 hayvan, av hayvan\u0131, ar\u0131 kovanlar\u0131, b\u00fcy\u00fckba\u015f, k\u00fc\u00e7\u00fckba\u015f hayvanlar, tek t\u0131rnakl\u0131 hayvanlar ile kedi ve k\u00f6pek gibi di\u011fer hayvanlar bulunmaz. G\u00fcvenlik a\u00e7\u0131s\u0131ndan k\u00f6pek bulunacaksa, her giri\u015f kap\u0131s\u0131 i\u00e7in 2 adet ile s\u0131n\u0131rl\u0131 ve s\u00fcrekli ba\u011fl\u0131 olmak ko\u015fulu ile bulundurulmas\u0131na izin verilir. Bu hayvanlar i\u015fletme i\u00e7erisinde s\u0131n\u0131rland\u0131r\u0131lan bir alanda tutulur ve i\u015fletmede \u00f6len hayvanlar ile beslenemez.<\/p>\n<p>(11) \u0130\u00e7me suyu depolar\u0131 ve su tanklar\u0131 sistemi dezenfekte edilebilir nitelikte olur. K\u00fcmes i\u00e7erisinde bulunan su depolar\u0131n\u0131n desteklenmesinde, dezenfekte edilemeyen tahta ve benzeri malzemeler kullan\u0131lmaz. \u0130\u015fletmeye ait su kuyusu varsa a\u011fz\u0131 metal veya dayan\u0131kl\u0131 plastik kapakla kapat\u0131l\u0131r ve etraf\u0131 yabani otlardan temizlenir.<\/p>\n<p>(12) Kapal\u0131 sistem ticari kanatl\u0131 i\u015fletmelerinde k\u00fcmesler beton zeminli, kolay y\u0131kanabilir ve dezenfekte edilebilir tavan ile yan duvarlara sahip olur. Tavan ile duvarlar, temizlik ve dezenfeksiyon i\u015flemini zorla\u015ft\u0131racak \u00e7atlak ve p\u00fcr\u00fczl\u00fc y\u00fczeyler i\u00e7ermez. A\u00e7\u0131k sistem ticari kanatl\u0131 i\u015fletmelerinde k\u00fcmesler beton zeminli, kolay y\u0131kanabilir ve dezenfekte edilebilir tavan ile yan y\u00fczeylere sahip olur.<\/p>\n<p>(13) K\u00fcmes kap\u0131lar\u0131n\u0131n \u00f6n\u00fc uygun \u015fekilde betonlan\u0131r. K\u00fcmeslerde servis odalar\u0131 bulunur. Servis odas\u0131nda k\u0131yafet ve ayakkab\u0131 de\u011fi\u015fimi i\u00e7in uygun dolap olur ve el, ayakkab\u0131 temizlik ve dezenfeksiyonunu yapabilecek d\u00fczenek\/malzeme bulunur. Servis odalar\u0131nda yem, yumurta gibi madde ve malzemeler depolanmaz.<\/p>\n<p>(14) K\u00fcmeslere yabani kanatl\u0131lar\u0131n girmesini engelleyecek her t\u00fcrl\u00fc tedbir (ku\u015f teli gibi) al\u0131n\u0131r.<\/p>\n<p>(15) D\u00f6nem sonunda altl\u0131k olarak kullan\u0131lan b\u00fct\u00fcn malzemeler k\u00fcmeslerin i\u00e7erisinden uzakla\u015ft\u0131r\u0131l\u0131r ve \u0130nsan T\u00fcketimi Amac\u0131yla Kullan\u0131lmayan Hayvansal Yan \u00dcr\u00fcnler Y\u00f6netmeli\u011fi h\u00fck\u00fcmlerine g\u00f6re g\u00fcbre olarak y\u00f6netilir. Mezk\u00fbr Y\u00f6netmelik kapsam\u0131nda y\u00f6netimi sa\u011flanamayan altl\u0131klar ise at\u0131k olarak de\u011ferlendirilir ve 2\/4\/2015 tarihli ve 29314 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan At\u0131k Y\u00f6netimi Y\u00f6netmeli\u011fi kapsam\u0131nda y\u00f6netimi ger\u00e7ekle\u015ftirilir. G\u00fcbre, i\u015fletme alan\u0131nda depolanmaz ve di\u011fer i\u015fletmelere zarar vermeyecek \u015fekilde y\u00f6netilir.<\/p>\n<p>(16) Hastal\u0131k \u00e7\u0131kan ya da hastal\u0131k \u015f\u00fcphesi bulunan k\u00fcmeslerde altl\u0131k olarak kullan\u0131lan malzemeler uzakla\u015ft\u0131r\u0131lmadan \u00f6nce uygun dezenfektanlarla muamele edilir, k\u00fcmesler birka\u00e7 g\u00fcn kapal\u0131 tutulur ve bu malzemeler daha sonra on be\u015finci f\u0131kra kapsam\u0131nda uzakla\u015ft\u0131r\u0131l\u0131r.<\/p>\n<p>(17) Y\u0131kama sular\u0131 kapal\u0131 drenaj sistemi ile \u00e7evreye s\u0131z\u0131nt\u0131y\u0131 engelleyecek \u015fekilde g\u00fcvenli bir toplama veya tahliye hatt\u0131na al\u0131n\u0131r.<\/p>\n<p>Personel ve ziyaret\u00e7ilerin uymas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 9- (1) \u0130\u015fletme \u00e7al\u0131\u015fanlar\u0131 di\u011fer hayvanc\u0131l\u0131k i\u015fletmelerini ziyaret edemez, zati ihtiya\u00e7 da d\u00e2hil olmak \u00fczere kanatl\u0131 hayvan besleyemez, avlanma veya bal\u0131k tutma gibi yabani ku\u015flar, su ku\u015flar\u0131 ve d\u0131\u015fk\u0131lar\u0131 ile temasa neden olabilecek her t\u00fcrl\u00fc faaliyetten uzak durur.<\/p>\n<p>(2) \u0130\u015fletmede daima \u00f6zel \u00e7al\u0131\u015fma k\u0131yafeti ve \u00e7izme giyilir. \u0130\u015fletme i\u00e7erisinde ve d\u0131\u015f\u0131nda kullan\u0131lan k\u0131yafet ve \u00e7izmeler farkl\u0131 olur.<\/p>\n<p>(3) Personel, k\u00fcmese giri\u015fte ellerini deterjanl\u0131 su ile y\u0131kar ve ard\u0131ndan el dezenfektan\u0131 kullanarak dezenfekte eder.<\/p>\n<p>(4) Personel, k\u00fcmese girerken ve \u00e7\u0131karken ayak dezenfektan kaplar\u0131 kullan\u0131r. Ayak dezenfeksiyonu i\u00e7in haz\u0131rlanan ayak dezenfektan kaplar\u0131 s\u00fcrekli kontrol edilir ve belirli periyotlarda temizlenir.<\/p>\n<p>(5) Teknik personel ve hizmet personeli ile Bakanl\u0131k personeli d\u0131\u015f\u0131nda \u00e7evrede bulunan di\u011fer i\u015fletmelerden ziyaret\u00e7i kabul edilmez. S\u00f6z konusu personelin ziyareti s\u0131ras\u0131nda tek kullan\u0131ml\u0131k k\u0131yafet ve \u00e7izme giymeleri sa\u011flan\u0131r.<\/p>\n<p>(6) Ziyaret\u00e7ilerin i\u015fletmelere giri\u015f\/\u00e7\u0131k\u0131\u015flarda ve i\u015fletme i\u00e7erisinde bir b\u00f6l\u00fcmden bir b\u00f6l\u00fcme ge\u00e7erken mutlaka ayak dezenfektan kaplar\u0131 kullanmalar\u0131 sa\u011flan\u0131r.<\/p>\n<p>(7) K\u00fcmes i\u00e7erisinde ve d\u0131\u015f\u0131nda farkl\u0131 \u00e7izmeler giyilir.<\/p>\n<p>Kemirgen kontrol\u00fc ve ha\u015fere m\u00fccadelesi i\u00e7in al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 10- (1) \u0130\u015fletme ve k\u00fcmes \u00e7evresi temiz tutulur.<\/p>\n<p>(2) Her t\u00fcrl\u00fc at\u0131k ve art\u0131klar ile kemirgen ve ha\u015ferelere yuva olabilecek malzeme ya da at\u0131k y\u0131\u011f\u0131nlar\u0131 ortama geli\u015fig\u00fczel b\u0131rak\u0131lmaz, a\u011fz\u0131 s\u0131k\u0131ca kapat\u0131labilen ekipmanlarda saklan\u0131r.<\/p>\n<p>(3) \u0130\u015fletme alan\u0131nda ve k\u00fcmes \u00e7evresinde kemirgen ve ha\u015fere m\u00fccadele d\u00fczenekleri bulunur, kemirgen hareketlili\u011fi y\u0131l boyunca izlenir. Devre sonlar\u0131nda kapsaml\u0131 bir ha\u015fere m\u00fccadelesi yap\u0131l\u0131r ve ha\u015ferelerin yuva olu\u015fturabilecekleri t\u00fcm \u00e7atlak ile yar\u0131klar tespit edilerek uygun malzeme ile onar\u0131l\u0131r.<\/p>\n<p>(4) K\u00fcmeslerde bulunan borular\u0131n giri\u015fleri tel \u0131zgara ile kapat\u0131l\u0131r.<\/p>\n<p>(5) K\u00fcmes \u00e7evresi en az 50 cm geni\u015fli\u011finde beton tretuvar ile \u00e7evrilir.<\/p>\n<p>(6) \u0130\u015fletme i\u00e7erisindeki yabani otlar ile m\u00fccadele edilir. \u0130\u015fletme s\u0131n\u0131rlar\u0131 i\u00e7erisinde, yabani kanatl\u0131lar\u0131 ve kemirgenleri \u00e7ekmemesi ad\u0131na bitkisel \u00fcretim yap\u0131lamaz. Organik tar\u0131m faaliyeti yapan i\u015fletmelerde hayvanlar\u0131n gezinti alanlar\u0131n\u0131n bitki \u00f6rt\u00fcs\u00fc ile kaplanmas\u0131na m\u00fcsaade edilir.<\/p>\n<p>K\u00fcmes bo\u015falt\u0131ld\u0131ktan sonra al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 11- (1) Altl\u0131k olarak kullan\u0131lan malzemeler \u00e7\u0131kar\u0131ld\u0131ktan sonra kaba pislikler kaz\u0131n\u0131p s\u00fcp\u00fcr\u00fcl\u00fcr.<\/p>\n<p>(2) T\u00fcm y\u00fczeyler tazyikli su ile temizlenir, organik kirlerin uzakla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in deterjan uygulamas\u0131 yap\u0131l\u0131r ve y\u0131kan\u0131r.<\/p>\n<p>(3) Temizlik i\u015flemi bittikten sonra k\u00fcmes kurumaya b\u0131rak\u0131l\u0131r ve takiben dezenfeksiyon i\u015flemi ger\u00e7ekle\u015ftirilir.<\/p>\n<p>(4) Fan, ped altlar\u0131, kafesler, ula\u015f\u0131lmas\u0131 zor yerler ile kap\u0131 \u00e7evresinin temizlik ve dezenfeksiyonuna \u00f6zellikle dikkat edilir.<\/p>\n<p>(5) Yemlik ve suluklar uygun \u015fekilde y\u0131kan\u0131p dezenfekte edilir.<\/p>\n<p>(6) Temizlik ve dezenfeksiyon sonras\u0131nda altl\u0131k malzemesi serilecek ise fumigasyon i\u015flemi uygulan\u0131r.<\/p>\n<p>(7) D\u00f6nem sonunda k\u00fcmeste canl\u0131 hayvan b\u0131rak\u0131lmaz.<\/p>\n<p>Salg\u0131n hastal\u0131klar\u0131n \u00f6nlenmesi ve kontrol\u00fc amac\u0131yla al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 12- (1) Farkl\u0131 t\u00fcrdeki hayvanlar ayn\u0131 i\u015fletmede bulundurulmaz. Ayn\u0131 k\u00fcmeste bulunan hayvanlar\u0131n ya\u015f aral\u0131\u011f\u0131 en fazla 7 g\u00fcn olur ve bir k\u00fcmese en fazla birbirini takip eden 7 g\u00fcn boyunca hayvan giri\u015fine izin verilir.<\/p>\n<p>(2) Ayn\u0131 i\u015fletme i\u00e7erisinde hem ticari etlik hem de ticari yumurtac\u0131 kanatl\u0131 s\u00fcr\u00fcler bulundurulmaz.<\/p>\n<p>(3) Ku\u015f gribi riskinin artt\u0131\u011f\u0131, yabani kanatl\u0131lar\u0131n \u00fclkemiz \u00fczerindeki g\u00f6\u00e7 yollar\u0131n\u0131 kulland\u0131\u011f\u0131 d\u00f6nemlerde, Bakanl\u0131k taraf\u0131ndan a\u00e7\u0131k sistem kanatl\u0131 i\u015fletmelerinde bulunan gezinti alanlar\u0131na eri\u015fim k\u0131s\u0131tlamas\u0131 getirilebilir.<\/p>\n<p>(4) K\u00fcmesler d\u00fczenli olarak kontrol edilir, hastal\u0131k \u015f\u00fcphesi olan kanatl\u0131lar derhal i\u015fletme sorumlu veteriner hekimine; i\u015fletme sorumlu veteriner hekimi bulunmamas\u0131 halinde ise il veya il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fcne bildirilir.<\/p>\n<p>(5) Hastal\u0131ktan \u015f\u00fcphe edilen durumlarda, \u015f\u00fcpheli alanlarla temas en aza indirilir ve bu alanlara giri\u015f\/\u00e7\u0131k\u0131\u015flar s\u0131n\u0131rland\u0131r\u0131l\u0131r.<\/p>\n<p>(6) \u0130hbar\u0131 mecburi hastal\u0131k tespitinde il veya il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fcne derhal haber verilir.<\/p>\n<p>(7) \u0130\u015fletme s\u0131n\u0131rlar\u0131 i\u00e7erisine ba\u015fka bir kanatl\u0131 i\u015fletmesinde \u00fcretilen yumurtalar giremez.<\/p>\n<p>(8) \u0130\u015fletmelerde yumurta, yem, altl\u0131k olarak kullan\u0131lacak malzeme, g\u00fcbreler veya di\u011fer materyallerin ta\u015f\u0131nmas\u0131 ve depolanmas\u0131nda tahta palet veya dezenfeksiyona uygun olmayan malzeme kullan\u0131lmaz. Palet, kasa ve benzeri malzemeler plastik, metal veya kolay temizlenebilir ve dezenfekte edilebilir yap\u0131da olur.<\/p>\n<p>(9) \u0130\u015fletmelerde kullan\u0131lan ekipmanlar ve di\u011fer malzemeler ba\u015fka i\u015fletmelerle payla\u015f\u0131lmaz.<\/p>\n<p>(10) T\u00fcm ekipmanlar d\u00fczenli olarak temizlenir ve dezenfekte edilir. Temizlik ve dezenfeksiyon yap\u0131lmam\u0131\u015f alet ve ekipmanlar k\u00fcmeslerde ve k\u00fcmesler aras\u0131nda kullan\u0131lmaz.<\/p>\n<p>(11) Yem depolamas\u0131 i\u015fletme tipine g\u00f6re a\u015fa\u011f\u0131daki \u015fekilde yap\u0131l\u0131r:<\/p>\n<p>a) Kapal\u0131 sistem i\u015fletmelerde;<\/p>\n<p>1) Yem depolamas\u0131 yaln\u0131zca silo sistemi ile yap\u0131l\u0131r.<\/p>\n<p>2) Silo kapaklar\u0131 s\u00fcrekli kapal\u0131 tutulur, s\u0131zabilecek yem kal\u0131nt\u0131lar\u0131 g\u00fcnl\u00fck olarak temizlenir.<\/p>\n<p>3) Yem silolar\u0131, her hayvan giri\u015finden \u00f6nce temizlenerek fumige edilir.<\/p>\n<p>b) A\u00e7\u0131k sistem i\u015fletmelerde; yemler kontaminasyona izin vermeyecek \u015fekilde kapal\u0131, kemirgen ve yabani ku\u015f giri\u015fini engelleyen depolarda muhafaza edilir.<\/p>\n<p>(12) Ticari etlik ve ticari yumurtac\u0131 kanatl\u0131 i\u015fletmelerinde g\u00fcbre, i\u015fletme i\u00e7erisinde depolanamaz ve uygun bir \u015fekilde bertaraf edilir. Ticari i\u015fletmelerden g\u00fcbre al\u0131m\u0131 yapacak ara\u00e7lar, i\u015fletmeye girerken ve i\u015fletmeden \u00e7\u0131karken dezenfekte edilir. G\u00fcbre, g\u00fcvenli bir noktada do\u011frudan ara\u00e7lara y\u00fcklenir. Y\u00fckleme d\u00fczeni, g\u00fcbrenin do\u011frudan araca aktar\u0131lmas\u0131n\u0131 sa\u011flayacak \u015fekilde tasarlan\u0131r. Ara\u00e7larla temas eden alanlar, her g\u00fcbre sevkiyat\u0131 sonras\u0131nda uygun bir \u015fekilde temizlenir ve dezenfekte edilir.<\/p>\n<p>(13) 60 haftal\u0131k ya\u015ftan b\u00fcy\u00fck tavuklar ba\u015fka i\u015fletmelere yeti\u015ftirme, \u00fcretime devam ettirme veya benzeri ama\u00e7larla sevk edilmez. Bu ya\u015ftaki hayvanlar\u0131n sevki yaln\u0131zca kesim amac\u0131yla ve yetkili kesimhanelere yap\u0131l\u0131r.<\/p>\n<p>D\u00d6RD\u00dcNC\u00dc B\u00d6L\u00dcM<\/p>\n<p>Yem \u00dcniteleri ve Yumurta Paketleme Tesisleri ile \u0130lgili Hususlar<\/p>\n<p>Kanatl\u0131 i\u015fletmeleri i\u00e7erisinde bulunan yem \u00fcnitelerinde al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 13- (1) Kanatl\u0131 i\u015fletmeleri i\u00e7erisinde yem \u00fcnitesi bulunan i\u015fletme yetkilileri il ve il\u00e7e m\u00fcd\u00fcrl\u00fcklerine ba\u015fvurarak kay\u0131t\/onay i\u015flemlerini tamamlar.<\/p>\n<p>(2) Yem \u00fcretim b\u00f6l\u00fcm\u00fcn\u00fcn giri\u015finde el ve ayak dezenfektan\u0131 bulundurulur, yem \u00fcretim alan\u0131na girecek ki\u015filer k\u0131yafet de\u011fi\u015ftirmeden i\u00e7eriye al\u0131nmaz. Yem hammaddesi b\u0131rakacak ara\u00e7lar\u0131n \u015fof\u00f6rleri ara\u00e7tan inemez, e\u011fer inmeleri gerekiyorsa da tek kullan\u0131ml\u0131k k\u0131yafet, bone ve galo\u015f kullanmalar\u0131 sa\u011flan\u0131r.<\/p>\n<p>(3) Yem hammaddelerinin depolanmas\u0131 silolarda yap\u0131l\u0131r, \u00fcretim alan\u0131nda, zeminde veya a\u00e7\u0131k bir halde yem hammaddeleri depolanmaz.<\/p>\n<p>(4) Yem \u00fcnitesinin kap\u0131s\u0131 direkt olarak yem \u00fcretim b\u00f6l\u00fcm\u00fcne a\u00e7\u0131lmaz. \u00c7ift kademeli giri\u015fler mevcut olur. Yabani ku\u015f ve kemirgenlerin i\u00e7eriye girmemeleri i\u00e7in gerekli \u00f6nlemler al\u0131n\u0131r. Yem \u00fcnitelerinin pencereleri, menfezleri ve kap\u0131lar\u0131 ha\u015fere giri\u015fine kar\u015f\u0131 korunakl\u0131 olur. Pencerelerde tel veya file, kap\u0131larda s\u0131zd\u0131rmaz fitiller kullan\u0131l\u0131r. Kemirgen m\u00fccadelesi y\u0131l boyunca ve etkin bir \u015fekilde s\u00fcrd\u00fcr\u00fcl\u00fcr. Yem d\u00f6k\u00fcnt\u00fcleri an\u0131nda temizlenir.<\/p>\n<p>(5) Yem \u00fcnitelerinde \u00e7al\u0131\u015fanlar ile k\u00fcmes \u00e7al\u0131\u015fanlar\u0131n\u0131n g\u00f6revleri ve ekipmanlar\u0131 ayr\u0131l\u0131r. Ayn\u0131 ki\u015filer her iki alanda \u00e7al\u0131\u015f\u0131yorsa; \u00f6nce yem \u00fcretim i\u015fleri tamamlan\u0131r, k\u0131yafet ve \u00e7izme de\u011fi\u015ftirip dezenfekte olduktan sonra hayvanlar\u0131n bulundu\u011fu alana girilir.<\/p>\n<p>(6) \u00dcnitelerde \u00fcretilecek her parti yem \u00fcretiminden sonra kar\u0131\u015ft\u0131r\u0131c\u0131lar ve ta\u015f\u0131y\u0131c\u0131 bantlar gibi ekipmanlar uygun \u015fekilde temizlenir ve bir sonraki partiye eski yem kal\u0131nt\u0131lar\u0131n\u0131n ve olas\u0131 mikrobiyal bula\u015fman\u0131n ge\u00e7mesi \u00f6nlenir.<\/p>\n<p>Kanatl\u0131 i\u015fletmeleri i\u00e7erisinde bulunan yumurta paketleme tesislerinde al\u0131nmas\u0131 gereken biyog\u00fcvenlik tedbirleri<\/p>\n<p>MADDE 14- (1) Kanatl\u0131 i\u015fletmeleri i\u00e7erisinde yumurta paketleme tesisi bulunan i\u015fletme yetkilileri il ve il\u00e7e m\u00fcd\u00fcrl\u00fcklerine ba\u015fvurarak onay i\u015flemlerini tamamlar.<\/p>\n<p>(2) Yumurta paketleme tesisinde yumurta ile temas eden t\u00fcm y\u00fczeyler, bantlar, masalar ve ekipmanlar g\u00fcnl\u00fck olarak temizlenir ve dezenfekte edilir.<\/p>\n<p>(3) Yumurta paketleme tesisinde \u00e7al\u0131\u015fanlar ile k\u00fcmes \u00e7al\u0131\u015fanlar\u0131n\u0131n g\u00f6revleri ve ekipmanlar\u0131 ayr\u0131l\u0131r. Ayn\u0131 ki\u015filer her iki alanda \u00e7al\u0131\u015f\u0131yorsa; \u00f6nce k\u00fcmesteki i\u015fleri tamamlan\u0131r, k\u0131yafet ve \u00e7izme de\u011fi\u015ftirip dezenfekte olduktan sonra yumurta paketleme tesisinin bulundu\u011fu alana girilir.<\/p>\n<p>BE\u015e\u0130NC\u0130 B\u00d6L\u00dcM<\/p>\n<p>Biyog\u00fcvenlik Plan\u0131 ve \u0130\u015fletmelere Yeniden Hayvan Konulmas\u0131<\/p>\n<p>Biyog\u00fcvenlik plan\u0131<\/p>\n<p>MADDE 15- (1) Ticari etlik ve yumurtac\u0131 kanatl\u0131 i\u015fletmeleri, biyog\u00fcvenlik tedbirlerinin sistematik ve s\u00fcrd\u00fcr\u00fclebilir \u015fekilde uygulanabilmesi i\u00e7in kendi i\u015fletmelerine \u00f6zel bir biyog\u00fcvenlik plan\u0131 haz\u0131rlar.<\/p>\n<p>(2) Haz\u0131rlanacak biyog\u00fcvenlik plan\u0131, en az a\u015fa\u011f\u0131daki unsurlar\u0131 i\u00e7erir:<\/p>\n<p>a) \u0130\u015fletmenin a\u00e7\u0131k adresi, i\u015fletme numaras\u0131 ve koordinat bilgileri.<\/p>\n<p>b) \u0130\u015fletme yap\u0131s\u0131 (k\u00fcmes tipi, kapasite).<\/p>\n<p>c) Biyog\u00fcvenlik sorumlusunun ad\u0131, ileti\u015fim bilgileri ve sorumluluklar\u0131.<\/p>\n<p>\u00e7) Temizlik ve dezenfeksiyon prosed\u00fcrleri.<\/p>\n<p>d) \u00c7al\u0131\u015fan ve ziyaret\u00e7i giri\u015f-\u00e7\u0131k\u0131\u015f protokolleri.<\/p>\n<p>e) Personel e\u011fitim programlar\u0131 ve kay\u0131tlar\u0131.<\/p>\n<p>f) Vekt\u00f6r m\u00fccadelesi (kemirgen, b\u00f6cek, yabani ku\u015f gibi) tedbirleri.<\/p>\n<p>g) \u00d6l\u00fc hayvan ve g\u00fcbre y\u00f6netimi.<\/p>\n<p>\u011f) Su ve yem g\u00fcvenli\u011fi tedbirleri.<\/p>\n<p>h) Hastal\u0131k bildirim prosed\u00fcrleri ve ileti\u015fim zinciri.<\/p>\n<p>\u0131) Detayl\u0131 biyog\u00fcvenlik haritas\u0131.<\/p>\n<p>(3) Biyog\u00fcvenlik plan\u0131, ilk kez haz\u0131rland\u0131\u011f\u0131nda il\/il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fc veteriner hekimi taraf\u0131ndan uygunluk a\u00e7\u0131s\u0131ndan kontrol edilir ve onaylan\u0131r. Biyog\u00fcvenlik plan\u0131 y\u0131lda en az bir kez i\u015fletme biyog\u00fcvenlik sorumlusu taraf\u0131ndan g\u00f6zden ge\u00e7irilir ve gerekli g\u00fcncellemeler yap\u0131l\u0131r. Biyog\u00fcvenlik plan\u0131, denetimlerde ibraz edilmek \u00fczere i\u015fletmede kolay eri\u015filebilir bir \u015fekilde bulundurulur.<\/p>\n<p>(4) Detayl\u0131 biyog\u00fcvenlik haritas\u0131; i\u015fletmenin genel yerle\u015fimi, t\u00fcm k\u00fcmeslerin konumu ve numaralar\u0131, yem deposu, i\u015fletme ve k\u00fcmes s\u0131n\u0131rlar\u0131, personel ve ara\u00e7 giri\u015f-\u00e7\u0131k\u0131\u015f alanlar\u0131, temizlik ve dezenfeksiyon noktas\u0131, \u00f6l\u00fc hayvan imha alan\u0131 gibi kritik noktalar\u0131 i\u00e7erir.<\/p>\n<p>(5) Detayl\u0131 biyog\u00fcvenlik haritas\u0131 i\u015fletme giri\u015finde, yetkililerin g\u00f6rebilecekleri uygun bir yere as\u0131l\u0131r.<\/p>\n<p>\u0130\u015fletmelere yeniden hayvan konulmas\u0131<\/p>\n<p>MADDE 16- (1) \u0130ki \u00fcretim d\u00f6nemi aras\u0131ndaki temizlik ve dezenfeksiyon s\u00fcresi, hastal\u0131k \u00e7\u0131kmamas\u0131 durumunda ticari etlik kanatl\u0131 i\u015fletmeleri i\u00e7in en az 10 g\u00fcn (k\u00fcmes alt\u0131n\u0131n kurumas\u0131na ba\u011fl\u0131 olarak), ticari yumurtac\u0131 kanatl\u0131 i\u015fletmeleri i\u00e7in en az 21 g\u00fcn olur.<\/p>\n<p>(2) \u0130\u015fletmede Avian Influenza (AI) \u00e7\u0131kmas\u0131 durumunda i\u015fletmeye yeniden hayvan konulmas\u0131 i\u00e7in a\u015fa\u011f\u0131da belirtilen hususlar uygulan\u0131r:<\/p>\n<p>a) \u0130tlaf ve imha i\u015flemlerinden sonra temizlik ve bunu takiben en az 2 defa dezenfeksiyon i\u015flemi uygulan\u0131r.<\/p>\n<p>b) Son temizlik ve dezenfeksiyon i\u015flemi bittikten sonra i\u015fletmelere 21 g\u00fcn boyunca kanatl\u0131 hayvan konulmaz. 21 g\u00fcnl\u00fck s\u00fcre bittikten sonra en ge\u00e7 5 g\u00fcn i\u00e7erisinde, hastal\u0131k g\u00f6r\u00fclen i\u015fletmeler ile mihrak\u0131 \u00e7evreleyen yar\u0131\u00e7ap\u0131 en az 10 km olan g\u00f6zetim b\u00f6lgesinde yer alan, hastal\u0131k bula\u015fma riski nedeniyle itlaf uygulanan i\u015fletmelerin tamam\u0131na, bedelleri i\u015fletme sahibi taraf\u0131ndan kar\u015f\u0131lanmak \u00fczere, i\u015fletme kapasitesinin en az %1\u2019i kadar olacak \u015fekilde sentinel (duyarl\u0131 g\u00f6zc\u00fc) hayvanlar konulur.<\/p>\n<p>(3) K\u00fcmeslere konulacak sentinel kanatl\u0131lar a\u015fa\u011f\u0131daki \u00f6zelliklere sahip olur:<\/p>\n<p>a) AI\u2019ya kar\u015f\u0131 duyarl\u0131 ve daha \u00f6nce bu ama\u00e7la kullan\u0131lmam\u0131\u015f.<\/p>\n<p>b) AI\u2019ya kar\u015f\u0131 a\u015f\u0131lanmam\u0131\u015f.<\/p>\n<p>c) \u0130\u015fletmelere yerle\u015ftirilmelerinden \u00f6nce 14 g\u00fcn i\u00e7inde AI\u2019ya kar\u015f\u0131 yap\u0131lan testlerde H5 ve H7 y\u00f6n\u00fcnden serumlar\u0131 negatif bulunmu\u015f.<\/p>\n<p>\u00e7) En az \u00fc\u00e7 haftal\u0131k ya\u015fta.<\/p>\n<p>(4) Sentinel hayvanlar, kafesli sistemlerde k\u00fcmeslere e\u015fit bir \u015fekilde da\u011f\u0131t\u0131l\u0131r, her katta hayvan bulunur ve bunun yan\u0131 s\u0131ra k\u00fcmes zemininde de serbest dola\u015f\u0131m imkan\u0131na sahip olacak \u015fekilde yerle\u015ftirilir. Sentinel hayvanlar\u0131n izlenmesi ve kontrollerinde a\u015fa\u011f\u0131daki hususlara dikkat edilir:<\/p>\n<p>a) Sentinel hayvanlar 21 g\u00fcn s\u00fcre ile i\u015fletmede izlenir ve klinik muayeneden ge\u00e7irilir, \u00f6len ya da hastalanan t\u00fcm hayvanlar laboratuvarda incelenir.<\/p>\n<p>b) S\u00fcre sonunda hayvanlardan 20\u2019\u015fer adet kloakal ve trakeal s\u0131vap ile d\u0131\u015fk\u0131 numuneleri al\u0131narak tavuk vebas\u0131 y\u00f6n\u00fcnden analizleri yap\u0131l\u0131r. Al\u0131nan numunelerde olumsuzlukla kar\u015f\u0131la\u015f\u0131lmas\u0131 durumunda ikinci f\u0131krada belirtilen prosed\u00fcr tekrar uygulan\u0131r.<\/p>\n<p>c) Analiz sonu\u00e7lar\u0131n\u0131n negatif olmas\u0131 durumunda konulan sentinel hayvanlar imha edilir ya da kesime g\u00f6nderilir. \u0130\u015fletmede temizlik ve dezenfeksiyon yap\u0131l\u0131r, hastal\u0131k s\u00f6n\u00fc\u015f\u00fc ger\u00e7ekle\u015ftirilir. Hayvanlar\u0131n itlaf edilmesi durumunda bu i\u015flem resm\u00ee veteriner hekim g\u00f6zetiminde yap\u0131l\u0131r ve tutanak alt\u0131na al\u0131n\u0131r.<\/p>\n<p>\u00e7) Hastal\u0131k s\u00f6n\u00fc\u015f\u00fc ger\u00e7ekle\u015ftikten sonra i\u015fletmede bu Tebli\u011f kapsam\u0131nda denetim yap\u0131l\u0131r ve \u015fartlar uygun ise hayvan giri\u015fine izin verilerek i\u015fletmenin yeniden \u00fcretime ge\u00e7mesi sa\u011flan\u0131r. Denetim sonucu olumsuz ise eksiklikler giderilene kadar i\u015fletmeye Bakanl\u0131k veri sisteminden biyog\u00fcvenlik k\u0131s\u0131t\u0131 konulur, i\u015fletmeye hayvan sevk edilmesi engellenir.<\/p>\n<p>d) \u0130kinci f\u0131krada belirtilen s\u00fcre i\u00e7erisinde sentinel hayvan koymayan i\u015fletmelere idari yapt\u0131r\u0131m uygulanarak, Bakanl\u0131k veri sisteminden biyog\u00fcvenlik k\u0131s\u0131t\u0131 konulur ve bu i\u015fletmelere kanatl\u0131 hayvan giri\u015fi 6 ay boyunca engellenir. S\u00fcre sonunda tekrar temizlik ve dezenfeksiyon i\u015flemi uygulanarak, i\u015fletmede bu Tebli\u011f kapsam\u0131nda denetim ger\u00e7ekle\u015ftirilir. Denetim sonucu olumlu ise biyog\u00fcvenlik k\u0131s\u0131t\u0131 kald\u0131r\u0131l\u0131r ve i\u015fletmeye hayvan giri\u015fine izin verilir.<\/p>\n<p>e) \u0130\u015fletmedeki hayvanlar 21 g\u00fcn s\u00fcre ile i\u015fletmede izlenir ve klinik muayeneden ge\u00e7irilir. \u00d6len ya da hastalanan t\u00fcm hayvanlar laboratuvarda incelenir.<\/p>\n<p>f) S\u00fcre sonunda hayvanlardan 20\u2019\u015fer adet kloakal ve trakeal s\u0131vap ile d\u0131\u015fk\u0131 numuneleri al\u0131narak tavuk vebas\u0131 y\u00f6n\u00fcnden analizleri yap\u0131l\u0131r.<\/p>\n<p>(5) Avian Influenza haricinde herhangi bir ihbar\u0131 mecburi hastal\u0131k \u00e7\u0131kmas\u0131 durumunda iki \u00fcretim aras\u0131ndaki temizlik ve dezenfeksiyon s\u00fcresi en az 21 g\u00fcn olur.<\/p>\n<p>ALTINCI B\u00d6L\u00dcM<\/p>\n<p>\u0130\u015fletme Denetimleri ve Yapt\u0131r\u0131mlar<\/p>\n<p>\u0130\u015fletme denetimleri<\/p>\n<p>MADDE 17- (1) Ticari kanatl\u0131 i\u015fletmeleri bu Tebli\u011fde belirtilen esaslar \u00e7er\u00e7evesinde etkin bir \u015fekilde il ve\/veya il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fc personeli olan en az 2 veteriner hekim taraf\u0131ndan denetlenir. Veteriner hekim say\u0131s\u0131n\u0131n yeterli olmad\u0131\u011f\u0131 durumlarda, 1 veteriner sa\u011fl\u0131k teknisyeni ya da veteriner sa\u011fl\u0131k teknikeri, veteriner hekim ile birlikte denetim ger\u00e7ekle\u015ftirebilir.<\/p>\n<p>(2) Bu Tebli\u011f kapsam\u0131nda yap\u0131lan denetimler, il\u00e7ede bulunan kanatl\u0131 i\u015fletme say\u0131s\u0131n\u0131n her y\u0131l en az %25\u2019ini kapsayacak \u015fekilde ger\u00e7ekle\u015ftirilir. Her 4 y\u0131ll\u0131k d\u00f6nemde ilde bulunan t\u00fcm kanatl\u0131 i\u015fletmelerin en az bir kez denetlenmi\u015f olmas\u0131 sa\u011flan\u0131r.<\/p>\n<p>(3) A\u015fa\u011f\u0131da belirtilen i\u015fletmeler, ayn\u0131 y\u0131l ve onu takip eden y\u0131l i\u00e7erisinde mutlaka denetlenir:<\/p>\n<p>a) \u0130hbar\u0131 mecburi kanatl\u0131 hastal\u0131klar\u0131n\u0131n g\u00f6r\u00fcld\u00fc\u011f\u00fc i\u015fletmeler.<\/p>\n<p>b) Denetim sonu\u00e7lar\u0131nda problem tespit edilen i\u015fletmeler.<\/p>\n<p>c) Sahibi de\u011fi\u015fen i\u015fletmeler.<\/p>\n<p>(4) \u0130\u015fletmelerin denetimi a\u015fa\u011f\u0131daki \u015fekilde yap\u0131l\u0131r:<\/p>\n<p>a) Denetimlerde i\u015fletme tipine g\u00f6re EK-2A veya EK-2B\u2019de yer alan i\u015fletme denetim raporu kullan\u0131l\u0131r. \u0130\u015fletme denetim raporu iki n\u00fcsha doldurulur, bir n\u00fcshas\u0131 i\u015fletmede b\u0131rak\u0131l\u0131r, bir n\u00fcshas\u0131 ise il ve\/veya il\u00e7e m\u00fcd\u00fcrl\u00fc\u011f\u00fcnde bulundurulur.<\/p>\n<p>b) \u0130\u015fletme denetim raporlar\u0131n\u0131n biyog\u00fcvenlik \u015fartlar\u0131 ile ilgili b\u00f6l\u00fcm\u00fcnde s\u00fcre verilmesi ile ilgili hususlar\u0131n tespit edilmesi durumunda biyog\u00fcvenlik k\u0131s\u0131t\u0131 konulmadan, eksikliklerin giderilmesi i\u00e7in i\u015fletmeye 30 g\u00fcn\u00fc ge\u00e7meyecek \u015fekilde makul bir s\u00fcre verilir. Eksiklikler belirlenen s\u00fcre sonunda giderilmez ise i\u015fletmeye, bu Tebli\u011fde belirtilen tedbirleri almamaktan dolay\u0131 gerekli i\u015flemler uygulan\u0131r, biyog\u00fcvenlik k\u0131s\u0131t\u0131 konulur ve eksiklikler giderilene kadar kanatl\u0131 hayvan giri\u015fi engellenir.<\/p>\n<p>Yapt\u0131r\u0131mlar<\/p>\n<p>MADDE 18- (1) Bu Tebli\u011fde belirtilen kay\u0131tlar\u0131 tutmayan, gerekli bilgi ve belgeyi vermeyen ve denetimde gerekli kolayl\u0131\u011f\u0131 g\u00f6stermeyen i\u015fletme sahiplerine 5996 say\u0131l\u0131 Kanunun 36 nc\u0131 maddesinin birinci f\u0131kras\u0131n\u0131n (\u00e7) bendi gere\u011fi yapt\u0131r\u0131m uygulan\u0131r.<\/p>\n<p>(2) Bu Tebli\u011fde belirtilen biyog\u00fcvenlik tedbirlerini almayan i\u015fletme sahiplerine 5996 say\u0131l\u0131 Kanunun 36 nc\u0131 maddesinin birinci f\u0131kras\u0131n\u0131n (a) bendi gere\u011fi yapt\u0131r\u0131m uygulan\u0131r.<\/p>\n<p>(3) \u0130\u015fletmelerde \u00e7\u0131kan bula\u015f\u0131c\u0131 hayvan hastal\u0131\u011f\u0131 ya da sebebi belli olmayan hayvan \u00f6l\u00fcmlerini bildirmeyen i\u015fletme sahiplerine ve sorumlu veteriner hekimlere 5996 say\u0131l\u0131 Kanunun 36 nc\u0131 maddesinin birinci f\u0131kras\u0131n\u0131n (c) bendi gere\u011fi yapt\u0131r\u0131m uygulan\u0131r. Ayr\u0131ca hastal\u0131\u011f\u0131 bildirmeyen, yanl\u0131\u015f ya da eksik beyanda bulunan sorumlu veteriner hekim ba\u011fl\u0131 bulundu\u011fu veteriner hekimleri odas\u0131na bildirilir.<\/p>\n<p>(4) Kay\u0131ts\u0131z olarak faaliyet g\u00f6steren i\u015fletmelerin tespiti durumunda 5996 say\u0131l\u0131 Kanunun 36 nc\u0131 maddesinin birinci f\u0131kras\u0131n\u0131n (e) bendi gere\u011fi yapt\u0131r\u0131m uygulan\u0131r.
